Catalysing development: towards enabling rules for advocacy

This report examines the question whether Dutch development aid strengthens the position of marginalized groups, such as persons with disabilities. The research finds that the manner in which development aid organized greatly affects the results that are achieved. The quality of the aid improves if local organizations have a greater say in the manner in which it is organized.
