Het onderzoek richt zich op het gebruik van de mogelijkheid uit de Richtlijn Industriële Emissies (Rie) om bedrijven hun installaties sneller te laten aanpassen aan de nieuwe BBT conclusies en daarmee sneller hun uitstoot te verminderen. BBT staat voor Beste beschikbare technieken.
